If you are a personal care home care company participating in EVV and are using an EMR other than the Mobile Caregiver+ app provided by Netsmart, you are eligible to apply for a grant. Please use the EVV grant form that is labeled home health. Nebraska DHHS has apologized for the confusion on this and confirmed this morning that they are accepting EVV grant applications for PCS providers for EVV integration costs via this application as well. There will be a Nebraska DHHS provider bulletin coming out that references EVV audits. We were informed yesterday that the Nebraska Auditor of Public Accounts conducts an annual audit of every state agency. There was a significant finding related to EVV with PAS and personal care services. Issues were identified through the audit and recommendations of corrective actions to address program integrity requirements were made by the auditor. DHHS is working to make systemic corrections to address most of the issues. There was a fairly high error rate within the audit. Nebraska DHHS said there are additional controls that need to be put in place to correct the errors. There are system changes to be made with Netsmart. DHHS will let us know the timeline for that. The biggest issue identified within the audit was lack of required GPS or alternative EVV verification occurring on visits that were being billed to DHHS. There will be a new requirement that every client and patient visit must be an associated verified visit either through the GPS or a land line. If a visit does not meet the new requirements, it would result in more claims not being billed until sufficient documentation is provided. Example: if no GPS is provided, there will be an error code. A client/patient landline can be approved by Nebraska DHHS if there’s not adquate GPS or it doesn’t exist at the client/patient home. The audit also identified that a large number of PAS claims were tested and there were error codes because they weren’t verified. They also need to resolve issues when there are caregivers who work both as independent providers and agency providers. A client signature will be required for all personal care services for all caregivers and all recipients moving forward. Third Party Integration with EHRs/EMRs |
