EVV Grants and Processing of Outstanding EVV Claims

If you are a home health agency and did not submit claims for home health Medicaid visits by April 30, 2024, that occurred prior to May 1, 2024, those past claims must be submitted through Netsmart in the EVV portal for claims processing and payment by the respective Medicaid managed care organization. I was informed of this a few minutes ago.

Netsmart has added a “How to Contact Customer Support” one pager on all of the Nebraska Medicaid Managed Organization’s landing pages, as well as the DHHS landing page as a downloadable guide:

If you are a personal care home care company participating in EVV and are using an EMR other than the Mobile Caregiver+ app provided by Netsmart, you are eligible to apply for a grant. Please use the EVV grant form that is labeled home health. Nebraska DHHS has apologized for the confusion on this and confirmed this morning that they are accepting EVV grant applications for PCS providers for EVV integration costs via this application as well.

Here is the grant information:

Reminder to Apply for EVV Grants
If you are required to comply with electronic visit verification (EVV), you are eligible for a grant for personal care home care services for Medicaid clients. You are eligible for an EVV grant for Medicaid home health patients that you serve. Please apply to help recoup technology implementation expenses.

Resolution of New or Ongoing EVV Issues
The Nebraska Home Care Association Board met with Nebraska DHHS, Netsmart and the Medicaid Managed Care Organization representatives. All of the questions and feedback that our members have sent to me are being addressed directly with either Nebraska DHHS, Netsmart or the respective Medicaid Managed Care Organization. If you have issues that you haven’t reported, please let Nebraska Home Care Association know so that we can help ensure that the issues are addressed and resolved.

EVV Workflow Process with Netsmart
Nebraska DHHS has worked with Netsmart and put together the attached workflow process. If you experience issues with any portion of the process, please reach out to Janene Rowe at Netsmart at [email protected], and please feel free to cc me on the communications. Netsmart’s phone number for support is (833) 483-5587 or you can submit a ticket through https://www.netsmartconnect.com/. Netsmart will continue to offer live ongoing training and training videos for refreshers. EVV Audits

There will be a Nebraska DHHS provider bulletin coming out that references EVV audits. We were informed yesterday that the Nebraska Auditor of Public Accounts conducts an annual audit of every state agency. There was a significant finding related to EVV with PAS and personal care services. Issues were identified through the audit and recommendations of corrective actions to address program integrity requirements were made by the auditor. DHHS is working to make systemic corrections to address most of the issues. There was a fairly high error rate within the audit. Nebraska DHHS said there are additional controls that need to be put in place to correct the errors. There are system changes to be made with Netsmart. DHHS will let us know the timeline for that. The biggest issue identified within the audit was lack of required GPS or alternative EVV verification occurring on visits that were being billed to DHHS. There will be a new requirement that every client and patient visit must be an associated verified visit either through the GPS or a land line. If a visit does not meet the new requirements, it would result in more claims not being billed until sufficient documentation is provided. Example: if no GPS is provided, there will be an error code. A client/patient landline can be approved by Nebraska DHHS if there’s not adquate GPS or it doesn’t exist at the client/patient home. The audit also identified that a large number of PAS claims were tested and there were error codes because they weren’t verified. They also need to resolve issues when there are caregivers who work both as independent providers and agency providers. A client signature will be required for all personal care services for all caregivers and all recipients moving forward.

Third Party Integration with EHRs/EMRs
Netsmart is continuing to test and work with the EHRs. WellSky has three different systems. Netsmart has been in active testing with WellsSky. WellSky is going to reach out to all the agencies that are clients to ensure the issues are worked out.
